Where it actually stands
Dictation works end to end on Windows today. Speak, and formatted text lands in the app you are focused on, same as it does on Mac.
What is left is the unglamorous part: testing across a wider set of Windows apps, signing the installer, and getting auto-update working so you are not chasing new versions by hand. Those are the things that turn a working build into something we are willing to put a download button on.
What it will do
The same thing the Mac app does. Rubil reads the app you are writing in and formats to match it. Outlook gets email structure. Teams gets a short, direct message. Word gets clean prose.
It formats what you said. It does not rewrite your words, generate new ones, or summarize you. That rule does not bend.

Chrome and Mac are both live now, on the same account you will use when Windows ships. Your Glossary carries over.
